This includes characters like the Gym Leaders or whatever. I dunno yet.

Instead of specializing in types, they use teams for a specific Generation. For instance, the first Gym Leader will only use Pokémon from Generation I.
Regional variants are treated as being introduced in the Generation that they debuted in, so a Paldean Tauros would be considered a Generation IX Pokémon for the purposes of the Gyms.
Though Hisui was introduced in Generation VIII, it is Sinnoh in the past, so it will be treated as being a Generation IV region in regards to the fourth Gym Leader.

The Elite Four in the Coraján each have a pseudo-legendary in their party matching their type specialty. The Champion instead gets a Legendary Pokémon (the opposite of the one the player gets, ideally).
